"The Quest for Legitimacy" - Power, Performativity & Drug User Representation in 'High Level' Drug Policy Settings



This study is exploring notions of performativity, identity, agency and legitimacy in relation to the representation of people who use drugs in 'high level' drug policy contexts that is, drug policy contexts where strategic-level decision making occurs or can occur. Such environments might include parliamentary summits and inquiries, ministerial-level advisory structures and UN-level commissions and sessions. The aim of this study is to make a scholarly contribution to our understanding of both the theoretical underpinnings and the practice of drug user representation in such 'high-level' drug policy settings.
