Summary

This research focuses on the emerging institution of the Responsibility to Protect (R2P), developed in 2001 by the International Commission on Intervention and State Sovereignty (ICISS). This analysis is undertaken through the institutional framework of identifying and examining the formal rules and narratives of the emerging institution, and using these analytical categories to determine how gender perspectives have or haven’t been applied within R2P design, post-design and during implementation.
